Safe

  1. Pedestrian Safety. Prioritize pedestrian and bicycle safety on key connecting streets through the City’s Spot Program.

  2. Fully Support Existing Partnerships. Support existing social service collaborations between Ledding Library, LoveOne, Father’s Heart Street Ministry, St. John the Episcopal (Heating Shelter & Feed the Hungry), Milwaukie Police Department, and MPD’s Behavioral Health Unit Specialists Glen and Trista.

  3. Fill Transportation Gaps. Expand public transportation options in underserved areas.

  4. Resilience. Strengthen emergency preparedness and community resilience through inter-organization collaborations.

  5. Shelters & Treatment Facilities. Utilize existing county shelters and treatment facilities, expand care as able.

Affordable

  1. Generate New Sources of Revenue. Increase the share paid by larger businesses of the public safety bill. Bring in motels and generate lodging tax. Annex properties that already use City utilities without paying the fees. Further incentivize business licensing fees, per recent business survey results. Twenty is Plenty program and Red Light Camera programs will keep roads safer and generate revenue. Put a food and drink tax on our ballot to generous outside revenue.

  2. Responsible and Affordable Housing. Build more affordable housing through creative building, land banking, and nonprofit collaboration. Responsibly build the right kind of housing in each neighborhood without over-building and overwhelming public parking. Include shared and livable green spaces. Build it right instead of simply checking a box to say we did it. Respond to neighbors who are living daily with the consequences of City policy and code.

  3. Increase Primary Homeownership Opportunities. Create more opportunities for residents to build equity through purchasing an affordable primary home, through grants and selling more new units.

  4. Utility Rates. Continue carefully tiering utility rate structures to assistant residents under financial pressure.

  5. Big Businesses Pay their Share. Charge right-of-way licensing fees for companies using our roadways and airways to deliver goods, investing in infrastructure demands and necessary upgrades.

  6. SDCs and Building Integrity. Carefully increase SDCs (System Development Charges) to invigorate our local infrastructure and attract builders who thoughtfully build desirable, affordable homes in our neighborhoods.

  7. Unfunded State Mandates. Collaborate with League of Oregon Cities and Association of Oregon Counties on an upcoming bill that demands fiscal analysis of policy impacts on cities.

  8. Grants. Fill city-level needs through county and federal allocations and grants.

Stable

  1. Parking. Push back on state policies that allow large housing units to be built without parking spaces. We are currently building 85 units downtown without parking.

  2. Community Gathering Places. Create public community gathering places in every neighborhood, where residents can hang out and connect.

  3. Thriving Local Businesses. Create an efficient city-wide business network to help each Milwaukie business collaborate, thrive, increase local job opportunities, and pay living wages.

  4. Parks and Green Spaces. Continue Milwaukie’s ambitious plans to create and maintain more parks and green spaces in every neighborhood.

  5. Green Building. Shape policy, ease barriers, and leverage resources to employ efficient green building practices and materials.

  6. Decrease Fossil Fuel Dependence. Encourage use of public transit, carefully manage parking system, strengthen EV infrastructure, and shift to more affordable and efficient renewables-based energy systems.
